[Ucol-shareholders] 16.3

I can't work out from the wording of clause 16.3 if we need 75% of shareholders, as in one share per unit so 75% of 24. Or whether shareholders means individuals so for m2 there would be two (as both our names show on share register I think) and one for a shareholding with only one name. so number for quorum would be a lot higher?

Clause 9.1 suggests the former?
