Thank you Rainer. Yes, it could be that the DCC Addressing Standards are not to the satisfaction of the emergency services. It would be interesting and very worthwhile, I think, to obtain an official opinion from the Fire Service in Dunedin. I say this because of two personal experiences:

- Knowing one of the three children killed by a slip/landslide on Regional Council territory in the Manawatu. Ambulances could not get to them for AGES because of trouble finding the site, further adding to the distress of the witnesses and sole survivor.

- Having phoned 111 some months ago when I saw unusual amounts of smoke/steam issuing from the new dental school. Because I knew there had been a fire/problem with boilers in the hospital a year or two ago, I thought it worthy of notification, just in case. The fire people spent a long time trying to get the address from me. I can see the School from my window; at the time, it did not have a street address/street access. (It does now; an unassuming door on Albany Street). I described everything I could, like that you can see it from Pitt Street and London Street, if you go down the alley from George Street to Joe’s Garage café, you see it rising up straight ahead of you; it’s behind the old dental school (closed for internal refit/demolition, no access), opposite the Hunter Centre, in the no-exit street. How could a fire chief IN DUNEDIN not know the Dental School????!!!! So twenty minutes later they phone me and say, “We’re outside Allpress cafe, and we can’t see anything, so we’re going back to the station.” ☹ Allpress is not even near the dental school – but it is near another building under construction, out the back of the physio building. I bet the firies drive past these every day on their way to work; they ought to know! As it turned out, it was only steam and not a problem. But what if it was a fire? They would never live it down, not finding the dental school. It would be like not finding the hospital! But I know, there are problems with multiple entrances, buildings or collections of buildings fronting onto multiple streets. And that is the case with ‘High Street/Alva Street/Montpellier Street Cohousing’.

I favour going with whatever numbering and naming system the Fire and Ambulance people nominate, since that matters. DCC rules and regulations don’t matter so much – they have legal weight but in real life, you don’t want to be waiting extra time for an ambulance that is waiting for you on the wrong street or corner – I’ve been there too, with a concussed person lying on the road who couldn’t see ... the wait seemed interminable.

I’ve had a look at the numbering system too and looked at numbering retirement villages, yes I know..,

Anyhow, it’s mainly about emergency services finding the right place. We will have a fire panel for the High Street Block, no fire panel for the Alva terrace houses, and a fire panel for the Montpelier (school) block. In an emergency the services have to be directed to the correct housing block. A fire reported at 23/25 Alva Street would not get the fire service to the right place, fire panel (7 Montpelier) immediately.  It also seems with the Linz requirements that each housing block needs to have a separate house number.  So perhaps we have to look at 21 (23?) Alva Street, 25 Alva Street, and 7 Montpelier Street. The High Street block being 1/21 to 9/21 Alva for the ground floor and 101/21 to 106/21 for the upstairs units.

the problem with this is that the 6 D-units of the High Street block have their access from the common area/Alva street only.
