Got back several yes replies on correct address question. Here is the report. If everyone is happy I can send it to Heritage NZ in fulfilment of the archaeological authority conditions.

As per our conversation a few minutes ago regarding the up to 2m of
fill that has been found on the old High Street School site:
There may be features or items of archaeological interest on the old
ground surface under this fill.
The way to deal with this will be to have archaeological monitoring of
the excavation: probably not all of the excavation, but how this is to be carried out will depend on how the contractor approaches this work. To be discussed.
Plus an Accidental Discovery Protocol in place for all of the work.
If you take this to the contractors meeting next week, we can work out
the details once everyone has a better idea of things.
